Project description:

As a result of the COVID-19 pandemic, the availability of digital services in the public sector and their use by small and medium-sized enterprises has increased significantly. However, in some cases, digital services merely replicate analogue solutions and do not involve real transformation that would leverage the potential of new technologies. One such area is the complex system of high-impact permitting procedures required to start economic activities. These complex procedures are extremely time-consuming, which affects the competitiveness of businesses. In this context, the BIM4Gov project promotes the sharing of experiences, knowledge, and best practices related to the use of Building Information Modelling (BIM) in the permitting of activities and works that have a significant impact.

The aim of the project is to standardise common data models across various regulatory areas, affecting all public institutions, and to enable the automation of currently manual parts of permitting procedures. This would significantly reduce processing times and create a more business-friendly environment. By promoting knowledge exchange, the project contributes to capacity building and allows the participating regions – Catalonia (Spain), Tallinn (Estonia), Poland, Bosnia and Herzegovina, Ireland, and Hungary – to learn from one another and adopt technologies, methods, and solutions that have already been developed and applied elsewhere. In the field of data governance, best practices are further inspired by the University of Limerick in Ireland, acting as advisory partner.

In summary, BIM4Gov contributes to regional and national policy changes and supports progress towards the ambitious goals of the EU Digital Decade.

Tasks of the Vas County Government Office:

The Vas County Government Office participates in the BIM4Gov project as a full partner.

  • It is responsible for improving the policy instrument entitled "Territorial Development Programme of Vas County 2021–2030" (TFP), which is analysed and developed during the project.
  • Maintains contact and participates in regional and international learning and knowledge-sharing processes, particularly on the topic of digitising construction and economic permitting procedures.
  • Identifies and adopts good practices from other countries (e.g. Estonia, Ireland), with a focus on the application of the BIM (Building Information Modelling) methodology.
  • Involves local stakeholders within the framework of the Regional Stakeholder Group (RSG), which plays an active role in the evaluation, experience exchange, and result monitoring processes.
  • Supports data standardisation processes, especially in the field of permits related to economic activities – with the goal of introducing a BIM-based digital system.
  • Participates in joint studies and peer exchange visits (Interregional Peer Review, Joint Study), aimed at developing a unified digital approach for more efficient public administration procedures.
